Not much is known about Virtue; in fact, many Kyosians aren’t sure if the city ever existed in the first place. The idea for it was conceived by the Talis, who became the most influential family of the conservative wing in the course of the High Council’s rule. In 26 BW, they announced the project to general public, along with plans to begin its construction in the nearest future. Virtue was to become a special trade zone with partial legislative autonomy, and, apparently, a selective process for potential future citizens was going to be held. This last bit, as well as the veil of secrecy surrounding the project, produced all kinds of rumors about the up-and-coming “utopia”. Attempts to obtain any evidence from scarce bits of conflicting information proved to be futile, and in the end, despite the fact that by 500 AW Kyos was almost completely re-mapped, no traces of Virtue had been found.
